Japan's Defense Ministry Advances Tri-Sat Constellation Satellite Project Worth ¥283.1 Billion

SKY Perfect JSAT Holdings Inc. has unveiled that Tri-Sat Constellation Co., Ltd., a newly established Special Purpose Vehicle jointly created by SKY Perfect JSAT, Mitsubishi Electric Corp., and Mitsui & Co., Ltd., has successfully finalized a major contract with Japan’s Ministry of Defense. This powerful consortium was selected as the winning bidder on December 24, 2025, following a competitive procurement process. Subsequently, in January 2026, the Ministry of Defense and Tri-Sat Constellation signed a framework agreement, which has now evolved into a comprehensive formal contract. The project contract, valued at ¥283.1 billion, underscores the significant scale and strategic importance of Japan’s investment in domestic satellite capabilities.

Technical Architecture and Operational Framework

Under the tri-pillar structure of the Public Finance Initiative framework, the seven-member consortium is tasked with developing and deploying an advanced satellite constellation alongside dedicated ground infrastructure.
