When the rate is negative, it shows the market maker is setting up short positions to attract retail investors with fees. This isn't a popular coin, so hardly anyone participates. The fee rate being positive or negative depends entirely on the market maker's own contract openings. When it's positive, they are going long; when negative, they are going short. It's all just random analysis without knowing anything.
