🔹 Strict Guardrails for Issuers: Only approved payment stablecoin issuers will be allowed to operate in the U.S., reducing risks from unregulated offshore issuers.
🔹 One‑to‑One Reserve Backing: Stablecoins must be backed by real-world assets on a 1:1 basis (like U.S. dollars or equivalent liquid assets) to ensure stability and protect consumers.
🔹 Prohibition on Yield: The rules bar interest or yield rewards for stablecoin holders, addressing risks from previous models that offered returns.
🔹 Comprehensive Oversight Standards: Issuers must comply with rules for reserve management, risk controls, redemption rights, audits, governance, and operational safeguards, bringing them closer to traditional banking standards.
🔹 Coordination With Other Agencies: While the OCC rules cover issuance and operational standards, anti-money laundering (AML) and sanctions compliance will also be required, in coordination with other federal agencies.
