The Finland-based Center for Research on Energy and Clean Air (CREA) stated in a report that although India’s total Russian crude oil imports increased by 4% year-on-year in January, the country’s Russian crude oil imports still declined by 12% in January. As sanctions pressure from the US and the EU intensifies, India has begun to cut back on Russian crude oil imports. Data shows that in January, India’s imports of Russian crude oil decreased by 12% year-on-year. According to CREA, the main reason for the decline in India’s Russian crude oil imports in January was the Jamnagar refinery operated by Reliance Industries (RIL). By November 2025, India’s largest private refinery is one of the biggest buyers of Russian crude oil, including Indian Oil Corporation (IOCL) and Nayara Energy. The think tank pointed out that the decline in India’s Russian crude oil imports in January was due to the Jamnagar refinery’s complete suspension of imports.
