Sichuan: Support eligible enterprises in issuing rural revitalization bonds

The Sichuan Provincial Committee of the Communist Party of China and the Sichuan Provincial Government issued the “Opinions on Accelerating the Comprehensive Revitalization of Rural Areas and Creating a New Situation in Agricultural and Rural Modernization.” The opinions propose strengthening innovation in investment and financing mechanisms. They emphasize prioritizing agriculture and rural areas in the general public budget, improving a diversified investment pattern that includes fiscal priority support, financial focus, and active social participation, ensuring continuous increases in rural revitalization investments. The plan includes implementing a special financial support initiative for rural revitalization to promote sustained growth in agricultural-related loan balances. It supports eligible enterprises in issuing rural revitalization bonds. The province’s financing credit service platform will be fully utilized to support agricultural enterprises in posting financing needs, encouraging financial institutions to innovate financial products and increase capital deployment. The “financial chain leader” system for agricultural industries will be deepened, promoting mortgage loans using rural land rights and forest land rights, as well as financing through agricultural facilities and live livestock collateral. Support will be given to developing specialized agricultural product insurance. The rural business environment will be optimized, and efforts to attract projects will be intensified.
