The People’s Bank of China announced the successful completion of the 2025 “Two Sessions” proposal handling work, highlighting the importance of advancing the “Five Major Articles” of finance to support high-quality economic development. In 2025, representatives and committee members proposed a series of pragmatic suggestions to strengthen financial support for key areas of the real economy. The People’s Bank of China focused on enhancing coordination between monetary policy, fiscal policy, and industrial policies, continuously increasing the support strength, sustainability, and professionalism of financial services. Moderately loose monetary policy proved to be effective. In May 2025, a new package of monetary policy measures was introduced, further reducing reserve requirements and interest rates, and increasing support through structural monetary policy tools to create a favorable monetary and financial environment for high-quality economic development. By the end of December 2025, social financing grew by 8.3% year-on-year, and broad money supply (M2) increased by 8.5% year-on-year, both exceeding nominal economic growth. In December 2025, the average new corporate loan interest rate was about 3.1%, at a historic low. Efforts were made to enhance the capacity and quality of financial services in major strategic areas, key sectors, and weak links. Policy tools were continuously optimized, with increased support for expanding domestic demand, technological innovation, and small and micro enterprises, ensuring comprehensive coverage of the “Five Major Articles” across all fields. In 2025, loans to key sectors such as technology, green industries, inclusive finance, elderly care, and digital economy maintained double-digit growth, significantly outpacing overall loan growth, with the credit structure continuously optimized.
