Shanghai issues a digital economy development plan, aiming to strengthen public data infrastructure construction based on blockchain technology.
Techub News message: Shanghai has officially issued the “Implementation Plan for the National Digital Economy Innovation and Development Pilot Zone (Shanghai).” The plan clearly states that it will build public data development and utilization infrastructure based on technologies such as blockchain and privacy computing, and establish mechanisms for on-chain certification and data traceability of key factors. At the same time, Shanghai will further advance the construction of the national blockchain network hub in Shanghai, strengthen foundational capabilities such as distributed digital identity and cross-chain services, and promote the building of on-chain trusted data service centers for agencies such as customs, taxation, and foreign exchange management.
In terms of technological breakthroughs and industry collaboration, the plan emphasizes accelerating research into core blockchain technologies such as ultra-heterogeneous integrated fusion chips, homomorphic encryption, and layered multi-chain technologies, to form a new-generation open permissioned blockchain technology system. Shanghai will support Pudong New Area, Xuhui District, and Yangpu District to each focus on data systems, blockchain and AI collaboration, and platform applications, so as to implement national-level pilot tasks. In addition, Shanghai also plans to revise the “Shanghai Data Regulations” to consolidate the blockchain digital foundation and cultivate the data industry, while also exploring the formulation of relevant standards such as standards for blockchain letters of credit and cross-border recognition of digital identity.
