Currently, the century-long changes are accelerating, and the global strategic security landscape is undergoing profound adjustments. Cold War mentality and hegemonic bullying are making a comeback, “jungle law” and “gunboat diplomacy” are reappearing, intensifying regional conflicts and arms races, and the international arms control and non-proliferation system is being eroded, posing serious threats to global strategic stability. Some countries seek absolute strategic advantages, provoke camp confrontations, frequently use force, and engage in mass withdrawal from treaties and agreements, becoming the main sources of disruption to the international order and global instability. China continues to pursue a peaceful development path, upholds the shared values of all humanity, and actively works to advance the building of a community with a shared future for mankind, practices the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, safeguards world peace and security, and promotes global strategic balance and stability. China actively promotes the improvement of global security governance and is an important constructive force in advancing international arms control processes. China upholds the principles of justice, cooperation, balance, and effectiveness in arms control, deeply participates in global governance in the field of arms control, and will continue to make due contributions to the cause of international arms control.
