Peru initiates anti-circumvention investigation on polyester-cotton blended fabrics originating from China

On April 19, 2026, the Committee on Dumping, Subsidies, and Non-Tariff Trade Barriers of the Peruvian National Institute for Competition and Intellectual Property Protection published Announcement No. 064-2026/CDB-INDECOPI in the official gazette “El Peruano,” stating that, upon request from the Peruvian domestic manufacturer Tecnología Textil S.A., an anti-circumvention investigation has been initiated into polyester-cotton blended fabrics originating from China. The investigation examines whether the involved products have been slightly altered (by replacing cotton fibers with viscose fibers) and exported to Peru to evade anti-dumping duties. The investigation period is from January 2017 to October 2025. The Peruvian tariff codes for the involved products are 5512.11.00.00, 5512.19.00.00, 5513.11.00.00, and 5513.21.00.00. The announcement takes effect from the date of issuance. Interested parties should submit case review opinions and evidence within six months of the announcement date, with the possibility of a three-month extension.
