The "14th Five-Year Plan" Electronic Information Manufacturing Industry Planning Symposium Held in Wuhan

To thoroughly implement the spirit of the 20th National Congress of the Communist Party and the various plenary sessions, and to scientifically plan the development blueprint for the electronic information manufacturing industry during the “15th Five-Year Plan” period, on March 27, 2026, the Electronic Information Department of the Ministry of Industry and Information Technology held a symposium on the “15th Five-Year Plan” electronic information manufacturing industry planning in Wuhan, Hubei. Yang Xudong, Director of the Electronic Information Department of the Ministry of Industry and Information Technology, attended the meeting. Colleagues from the Electronic Information Department of the Ministry of Industry and Information Technology, as well as relevant offices of the High-Tech Department of the National Development and Reform Commission, also attended. Representatives from 12 provinces (autonomous regions/municipalities), including Tianjin, Liaoning, Shanghai, Jiangsu, Fujian, Jiangxi, Hubei, Hunan, Guangdong, Sichuan, Shaanxi, and Xinjiang, participated in the meeting. At the symposium, the Electronic Information Department introduced the work background for drafting the “15th Five-Year Plan” electronic information manufacturing industry plan, the work already carried out, and the main approach. Representatives of local industry and information technology authorities, based on the draft for soliciting comments, and in light of the actual development of the electronic information manufacturing industry in their respective regions, offered suggestions on such aspects as optimizing the rational regional layout, aligning well with the national “15th Five-Year Plan” plan outline, clarifying industrialization directions in specific subfields, and further strengthening opening-up to the outside world.

The meeting noted that the electronic information manufacturing industry has distinctive features, including large scale, a long industrial chain, active innovation, a large market, a high degree of internationalization, and significant risks to supply chain security; both long strengths and shortfalls are prominent; regional cluster-based development is evident; and the enabling and guiding role is significant. These characteristics make it particularly strongly conducive to driving industrial economic development in each province. It is necessary to accurately grasp the new situation and new tasks facing the electronic information manufacturing industry during the “15th Five-Year Plan” period, adhere to a systems approach, strengthen overall coordination, fully absorb local opinions and suggestions, ensure effective top-down and bottom-up coordination, accelerate the drafting of the “15th Five-Year Plan” electronic information manufacturing industry plan, and provide strong support for promoting high-quality development of the electronic information manufacturing industry and building a strong manufacturing country.
