Shaanxi: "The 15th Five-Year Plan" will strengthen original innovation and enhance high-quality technological supply

Reporters learned from the Shaanxi special press conference on “Getting a Head Start in the 15th Five-Year Plan” held on the morning of the 20th that, with an eye on the overall development of the country and based on Shaanxi’s resource endowments, during the 15th Five-Year Plan period Shaanxi will focus on magnifying its advantages in science and education, culture, energy, and its location, and will concentrate on key areas of “what the country needs and what Shaanxi can do.” It will strengthen original innovation and tackle key core technologies, enhance high-quality scientific and technological supply, and strive for social R&D investment intensity to reach about 3.2% by 2030.

Zhao Gang, Deputy Secretary of the Shaanxi Provincial Party Committee and Governor, said, “During the 15th Five-Year Plan period, Shaanxi will adhere to building the Xi’an regional science and technology innovation center as a driving force. It will accelerate the deep integration of technological innovation and industrial innovation, and work to remove the difficulties and bottlenecks in the full chain of achievements—namely, transforming results into practical applications, incubating enterprises, and catalyzing industries. It will coordinate efforts to strengthen advantageous industries, upgrade traditional industries, grow emerging industries, and foster future industries, develop new productive forces in light of local conditions, and strive for an average annual growth of about 6.5% in industrial value added for enterprises above designated size, thereby speeding up the development of a more competitive modern industrial system.”

Zhao Gang also said that during the 15th Five-Year Plan period, Shaanxi will keep the focus of economic development on the real economy, steadily increase the share of manufacturing, and accelerate the development of a modern industrial system led by advanced manufacturing. Through technology empowerment, it will speed up upgrades and transformation toward high-end, intelligent, and green development for industries such as non-ferrous metals, metallurgy, food, and textiles. It will continue to strengthen key industries including new energy vehicles, solar photovoltaic power, semiconductors, and integrated circuits. It will focus on advantageous fields such as industrial machine tools, power transmission and transformation equipment, and aerospace, and advance industrial chain cluster development, technology research and development, and product iteration and upgrading in an integrated manner, continuously enhancing industrial scale and competitiveness. It will implement an industrial innovation initiative to help industries such as new display, smart terminals, and biopharmaceuticals become better and stronger, and strive for by 2030 the total output value of strategic emerging industries above designated size to account for 32% of total industrial output value.
