"Not being able to connect to an exchange" doesn't mean you can't sell; it just means higher costs, going over-the-counter, finding a market maker, and the transaction method will change.

It mainly depends on the debt side: if it's a long-term hold without leverage, then "not cashing out" doesn't matter; if leverage is involved, that's a different story.
