The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued opinions on strengthening the service and management of new employment groups. The opinions propose to strengthen the protection of legal rights and interests. Urge internet platform companies, courier companies, and others to reasonably determine the labor remuneration of new employment groups based on work tasks, labor intensity, and other factors, and to pay promptly and in full. Ensure the rest rights of new employment groups, strengthen labor protections in adverse weather and other special circumstances. Smooth internal channels for enterprises to express their demands, improve dispute resolution mechanisms, handle complaints and appeals fairly and reasonably, and protect the legitimate rights and interests of all parties. Establish and improve a normalized consultation and negotiation mechanism on important matters concerning the rights and interests of new employment groups, with the negotiation results publicly disclosed to the new employment groups in appropriate forms. Investigate and punish illegal activities such as unreasonable charges and commissions, unfair traffic distribution, and abuse of market dominance in accordance with laws and regulations. Incorporate the protection of the legitimate rights and interests of new employment groups into the enterprise social responsibility evaluation system, and support relevant social organizations to promote industry self-discipline.
