Central Office and State Office: Formulate the "14th Five-Year" Carbon Peak Action Plan to achieve peak coal consumption and peak oil consumption

The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the “Comprehensive Evaluation and Assessment Measures for Carbon Peak and Carbon Neutrality,” and issued a notice requiring all regions and departments to conscientiously implement it.
The notice states, “During the 14th Five-Year Plan period, the National Development and Reform Commission, together with relevant departments, should formulate the ‘14th Five-Year’ Carbon Peak Action Plan around the goal of reaching carbon peak before 2030 as scheduled, to ensure that by 2030, carbon emission intensity is reduced by more than 65% compared to 2005, and the proportion of non-fossil energy consumption reaches 25%, among other targets, achieving a peak in total coal consumption and total oil consumption, reasonably controlling the scale of coal power installed capacity and power generation, and striving for annual new clean energy power generation to gradually cover the new electricity consumption of the entire society.”
